looking for location of this trail in NJ

Hey Guys!

I visited this spot awhile back and cannot remember the location of it. It started out I believe as a county dept property but led into a trail. at first you are walking on grass near a gated water tower i believe and then it turns into a huge rock incline with some random stairs. off to the right is the actual woods with some wooden stairs that leads you into the hiking trail and has what looks to be a made made creek as it may be apart of a water works dept. it's in WEST NJ if my memory serves. if anyone recognizes this PLEASE let me know!!
